NATIONAL PROGRAMME OFFICER

THE UNITED NATIONS DEVELOPMENT PROGRAMME (UNDP) is seeking individual for the position of
NATIONAL PROGRAMME OFFICER



BASIC FUNCTIONS OF POSITION
The Programme Officer will provides management support of UNDP programmes within the Environment, Energy and Disaster Management Area, under the supervision of the Area Coordinator, ensuring high quality, accuracy and consistency of work.

The Programme Officer will perform a variety of programme and project duties and will be responsible but not limited to :

a) Support the identification, design, formulation, monitoring and evaluation of assigned projects, ensuring that they are properly implemented as well guaranteeing UNDP´s core principles of transparency, efficiency and quality in general; b) Oversee and guarantee the quality and timeliness of reports that the E&E projects and thematic area prepares for government counterparts, donors and the UNDP´s Office; d) Ensure the application of results based management and the systematic monitoring of project indicators; e) Ensures creation of strategic partnerships and assists in the implementation of the resource mobilization strategy; f) Respond satisfactorily to requests of UNDP support and information from the national government, private sector and civil society; g) collaborate in the substantial analysis of E&E issues and the elaboration of proposals in order to perform policy advocacy and to provide advisory services to the government.

QUALIFICATIONS REQUIRED :

Note: All applicants are requested to address each selection criterion detailed below with specific and comprehensive information supporting each item.

• Nicaraguan citizen.

• Degree in Environmental science or related fields; Masters degree or equivalent in Energy, Environmental studies, Environmental Economics or related development fields.

• Minimum of five years of experience in policy development, project/programme management or other development-related work at the national and/or international level.

• Knowledge of the environmental sector in Nicaragua with emphasis on at least one of the areas of work (natural resources/electric sector/disaster management) and of their respective regulations.

• Knowledge of the internal operation of the MARENA, MEM, SINAPRED, MAGFOR and other national institutions.

• Experience in the use of computers, office software packages and handling of web-based management systems.

• Previous experience with UN or other international development agency is an asset.

• Proficiency in the Spanish and English languages: speaking, reading and writing required.

COMPETENCIES REQUIRED:

Experience in the fields of Energy, Environmental and Disaster Management and familiarity with the UN system. Strong interpersonal skills; ability to lead integrated programme teams and enhance team performance. Negotiation skills to contribute to effective project identification, development and design, and mobilization of resources.

CONTRACTUAL STATUS AND ENTITLEMENTS

The successful candidate will be locally recruited for a period of twelve months, under a Fixed Term modality, at the NO-B level. The selection will be made by a panel consisting of at least four persons. Contract extension will be subject to performance. Candidate will be covered under a medical and life insurance, and will participate in the UN Pension Fund.
